We helped the Washington Army National Guard develop a relocation plan for its Seattle Readiness Center and examine land use options for redevelopment of the current 25-acre site. We crafted seven land use scenarios and 3D models to develop a basis for the trade-offs between housing, commercial, civic, and industrial uses, including hybrid industrial/residential scenarios. We also prepared a comprehensive report on the need for relocation, the benefits of the preferred site in North Bend, and to make the case for funding from the Washington State Legislature. A key project theme was balancing potential public benefits from redevelopment of the Seattle site with development revenue necessary to relocate the National Guard
Outcomes
- Helped facilitate eight advisory committee meetings and four public open houses, and the community conversation is ongoing
- The project advisory committee made a recommendation to the state legislature for standing up the Interbay Community Preservation and Development Authority
- Case studies, zoning analysis, and site planning provide reliable documentation for when the state legislature is ready to move forward
