Port Angeles SMP + HRMP

Project
Port Angeles SMP + HRMP

Client
City of Port Angeles, Washington

Though the residents of Port Angeles cherish their full spectrum waterfront, like many historic industrial areas, it is undergoing a transformation. The time is right to invest in key Harbor improvements to create a cohesive, inviting place that improves the local quality of life, economic vibrancy, and natural environment.

MAKERS led a process to develop the Harbor Resources Management Plan (HRMP) that represents the community’s vision for the use, management, and protection of their Harbor. Developed by collaborating with the City, Harbor Planning Committee, and community members, the HRMP outlines long-term cultural and historic resource management, environmental restoration, public access, and economic development objectives. It also includes an implementation strategy with time frames, needed resources, possible funding sources, and responsible parties.

As part of Port Angeles’s ambitious waterfront improvement efforts, MAKERS also prepared a draft Shoreline Master Program (SMP) that outlines the regulatory framework to implement many of the HRMP recommendations. The process involved extensive public participation and addressed a broad spectrum of shoreline conditions ranging from steep bluffs, an accreting spit, to industrial lands, a revitalizing downtown and a brownfields site being planned for redevelopment. The SMP draft is currently being reviewed by the Department of Ecology.
