Parking lots at Naval Medical Center San Diego (NMCSD) are unable to meet demand, requiring the use of City-owned parking lots in Balboa Park to augment supply. The ongoing availability of these lots is unclear, requiring identification of strategies to increase parking supply within the fenceline or reduce demand. The study placed emphasis on sustainable solutions like car/vanpooling and teleworking rather than constructing costly new parking structures and encouraging single occupant commuters. All recommendations were packaged into a phased implementation strategy. The planning process included vehicle counts and peak parking lot utilization, an online employee survey that generated nearly 2,600 responses, GIS analysis, work sessions with hospital staff and leadership, and BFR development.
