MAKERS worked with City department heads to identify the present and future facility and parking needs for City of Lake Stevens’ administrative, police, and fire departments. The program was used to inform the development of a site plan for the new civic complex, floor plan concepts for the new City Hall/Police Station and Fire Station, and a three-dimensional model of the site. MAKERS also provided planning-level cost estimates for the new City Hall/Police Station and Fire Station. This initial effort was completed in 2007, but the economic downturn put Lake Stevens’ property acquisition plans on hold.

The City of Lake Stevens and Sno-Isle Libraries have since acquired several contiguous parcels and hired MAKERS to create a site development plan for a new City and Library joint-use civic campus in 2017. MAKERS worked with City department heads to identify the present and future facility and parking needs for City of Lake Stevens’ administration, municipal court, and police department. This process established space use standards for typical functions; the resulting comprehensive space needs program also accounted for special requirements such as those for records and police evidence storage. The space needs program and preliminary stormwater management requirement analysis informed planning-level cost estimates for site development and construction of the new City Hall and Police Station. Site master plan options addressed site access and security requirements and balanced peak parking demand for varied site users, including library patrons, City employees, and Police patrol officers.
